You are so unlucky to have such a harsh landlord.  I am a landlord myself and I think it is only fair to give deposit back to students on the day they leave the house which is the latest as most students will go home for good after the contract.  According to contract, students should hand back the house the same condition (if not better) as they received the house.  

I think I am not so lucky to have students always clean the house as they should do so very often I need to hire cleaner to clean the house and money is from my own pocket.  Only in very rare occasion that I will deduct deposit from students.  That rare occasion happened once when the students kept a dog which has breached the contract.  I need to send professional people in to clean the whole house including carpet as the carpet really smelled.  In such case, one cannot blame the landlord.

As I said it is only fair deposit return to students on the day they leave the house as most students will go home straight after that.  Each landlord handling deposit their own way so students should talk to landlord before contract is signed.  There are many things we learn in life but not from books, this may be one of them.
