Please report to the police.  I doubt whether you can get the money back, but insurance company won't pay out for the claim if the phone was not lost but sold by him/her.  This will also affect his/her future claim as will be black listed which can educate him/her.  We all know there are a lot of fake products from China. People want to make money, they do anything just want to make money fast.  I don’t think he/she was in a desperate situation that he/she starving and wants to make money so it is down to one’s own character.  I don’t think I want to trade with this type of people as they cannot be trusted.  There is one thing more important in life is honesty.  This is a part of education that we cannot get it from books.

by the way, is it a girl did it?  There was a girl sold a lot of things belonged to the landlord to a new student just for under £100, it horrified me people can be so low.  The parents spent a lot of money to send her here to study and what she needs to learn is not from books
